§ Virtual Library Project:

	
KENTUCKY VIRTUAL LIBRARY 
PLAN OF ACTION FOR MARCH - JUNE 30, 1998

1. To hire a consultant to provide unbiased and expert recommendations on how the Kentucky Virtual Library can be implemented cost-effectively with assured quality 

1.1. Requirements for a consultant:
A library professional who:


1.1.1. is currently in a leadership role in a statewide digital library project;

1.1.2. is nationally recognized for multitype library networking experience; 

1.1.3. has knowledge of library support for distance learning programs;

1.1.4. can communicate effectively with diverse groups;

1.1.5. has knowledge of variant governance and management structure models;

1.1.6. has technical knowledge to evaluate feasibility and scalability of the implementation plan in place


1.2. Outcome to be delivered:

1.2.1. Written recommendations on a governance and management structure for the Kentucky Virtual Library based on an analysis of existing Kentucky library organizations and current best practices among statewide digital library projects;

1.2.2. Written recommendations on the feasibility and scalability of the implementation plan in place, including location(s) of server(s), the merit of the recommended linking software (SiteSearch/WebZ, Z39.50, etc.) based on an analysis of existing telecommunications and computing infrastructure in Kentucky and current best practices among statewide digital library projects


1.3. Time Frame:

March 9 ------ Proposal for seeking a consultant to be approved by the Distance Learning Advisory Committee

March 13 ----- Consultant contracted

May 17/18 ---- Recommendations presented by the consultant to the Distance Learning Advisory Committee and the Council on Postsecondary Education


2. To develop a prototype information gateway to showcase what the Virtual Library will look and feel and to present it to the Distance Learning Advisory Committee and the Council on Postsecondary Education in the May meeting 

3. To ensure that the implemented system integrates the partnership capability, utilizes the expertise housed in Centers Of Excellence, and maximizes access to unique resources in all institutions

4. To select electronic databases, contact vendors, test database content & access, negotiate licenses, and develop training material for implementation on July 1, 1998 

5. To collect interlibrary loan statistics as the transaction load base in preparation for issuing a Request For Proposal for a contract delivery service to deliver books and journals among participating libraries 

6. To set plans in place for Kentucky census data and the digitizing of Kentucky state publications and Kentuckiana collections for remote online access
