KENTUCKY VIRTUAL LIBRARY 
Draft Phased Implementation Plan 

November 21, 1997

I. Guiding Principles: 

The goal is to provide equitable single-point of access to information resources to all Kentuckians for their needs in teaching, learning, working, researching or day-to-day living. This plan seeks to leverage the existing infrastructure and resources in Kentucky libraries and to ensure that funds be used in services which impact on the largest number of users in the most cost-effective way in support of the Commonwealth Virtual University (CVU). This plan focuses on the libraries associated with postsecondary education institutions. As appropriate, for each phase listed below, public, school and special libraries will be incorporated.. 

II. Phased Implementation Plan: 

Phase 1-- 

Service:
Expand and Enhance Access to Electronic Indexes, Abstracts and Full-Text Databases for Core Academic Journals

This is to provide information resources required for the support of courseware to be delivered by CVU. Students and faculty will need appropriate access infrastructure in libraries close to where they live if they are not so equipped. 


Scope:
8 university libraries, 13 community college libraries, libraries with infrastructure among 25 technical colleges, libraries from 20 private colleges and universities may participate as they are able 
Phase 2-- 

Service: 
Expand and Enhance Interlibrary Document Delivery and Universal Borrowing 

This is to make available all the books and journals housed in Kentucky libraries for the support of courseware to be delivered by CVU. Students and faculty will need to have physical items from any library delivered to their home libraries and to be able to borrow from any library. 


Scope:
8 university libraries, 13 community college libraries, 25 technical colleges, libraries from 20 private colleges and universities may participate as they are able 
Phase 3-- 

Service:
Develop a Statewide Information Literacy Program 

This is to make available a modular, technology-based program for information literacy and computer competency for the support of courseware to be delivered by CVU. Students and faculty will need to be trained on information seeking and information evaluation techniques. 


Scope: 
8 university libraries, 13 community college libraries, 25 technical colleges, libraries from 20 private colleges and universities may participate as they are able 
Phase 4-- 

Service:
Set up Servers and Software to Manage and Provide a Gateway to Locally Loaded Databases 

This is to provide the hardware and software needed to make available statewide access to commercial databases and digitized Kentuckiana collections, Kentucky census data and state publications.

Phase 5-- 

Service:
Link all Z39.50-compliant Online Catalogs 

This is to enable all citizens to search across library catalogs with one user interface. 


Scope: 
Libraries with Z39.50-compliant OPACs 
Phase 6-- 

Service: 
Provide Electronic Access to Kentuckiana Collections, Kentucky Census Data and Kentucky State Publications 

This is to digitize selective Kentucky-oriented archival materials, historical collections, state agencies' publications and statistical data so users can have online access. 


Scope: 8 university libraries and libraries with Kentuckiana collections
