Government Information Access Work Group Meeting
Subgroup One -- Federal Census Data Sets

Attendance: Perry Bratcher, Beverly Daly, Sandee McAninch, Lisa Russell, Marty Scobee, Dee Wood, Philip Yannarella

Bev Daly distributed the Kentucky State Data Center's Census Data Inventory from 1990-present for the subgroup to examine. The list is categorized by Title/Description, Media (Cartridge or CD-ROM), Coverage (year), and Smallest Geographic Area. Not listed on the inventory were the following: 1992 Census of Governments; Surveys and Projects of Institutes; County Business Patterns; How Many Kentuckians Population Forecasts; 13-Page Profiles and 8-Page Profiles created by the SDC from tract level on up.

Ms. Daly agreed to check on those titles to see if they are available in Machine Readable Form. She added that the SDC stays with tract level data as much as possible and only occasionally goes to block level. Marty Scobee and Ms. Daly explained that CD-ROMs are in DBF and contain less data. Also, Cartridges contain more information, but require SPSS or SAS to access data.

Sandee McAninch coordinated the remainder of the meeting with the purpose of defining the subgroup's tasks, timeline, resources needed, who will perform task, and the results if the task is not done. The subgroup established the following:

Task: Prioritize Data Sets Individually For Implementation

Task: Improve The System and Add New Data Sets, Especially 2000 Census
Timeline: July 2001+

Results If Not Done: System Will not be Used, Cannot Justify Funding
Philip Yannarella agreed to explore the feasibility of using the "GO" user interface for Census data on the "virtual library" website, esp. other websites that provide access to Census CD's using this software.
Perry Bratcher said he would contact Elsie Pritchard, co-chair of the Electronic Systems Committee, to notify her of his participation on the GIA Work Group and our subgroup.

The Subgroup made plans to meet with the full Government Information Access Work Group on Tuesday, January 13, 1998, at KDLA. Subgroup Members should be prepared with personal lists of Census data titles to add to the compiled list. Subgroup Members should also be prepared with possible implementation procedures, or ways to segment Kentucky data sets from area and regional sources.

The meeting was adjourned at 3:40pm.
