SAALCK Directors’ Meeting

April 10, 1987
Minutes

Present:

Mary Ellen Elsbernd, Chair (NKU); Judith M. Wiza for Paul Willis (UK); Martha A. Bowman (UL); Michael Binder (WKU); Larry X. Besant (MoSU); Coy L. Harmon (MuSU).

The meeting convened at 1:35 p.m. in the Blue Room of the Seelbach Hotel. The minutes of the previous meeting were approved as written.

Telefacsimile:

Michael Binder presented additional information on the use of telefacsimile equipment for interlibrary loan and other library operations. There was a brief review of the use of telefacsimile in library networks in Ohio, Florida and Illinois. A trial program is also underway between the University of Nova Scotia and Alberta, Canada. At this time it appears that most full text transmissions are limited to medical materials. Documents average 9-17 pages in length. Many libraries use telefacsimile equipment to transmit ILL requests but not the material itself.

Information concerning the Xerox 7010 and 7020 programmable telefacsimile machines was distributed and discussed. The 7020, the better of the two machines, is a plain paper copier with good speed and resolution. Copies of documents are fed into the machine for transmission at the rate of three pages per minute to the receiving site. Not yet marketed is a Xerox machine that will copy and transmit simultaneously from bound materials. At this time the 7020 is available on lease for $112 per month for 48 months. It is available for $172 per month for a 24 month period.

There was general discussion of the use of telefacsimile equipment in SAALCK libraries with mention made of the advantages of the formation of a statewide library information center. The corporate use of ILL would also be greatly enhanced by the use of telefacsimile hookups with major libraries in the state.

Discussion then centered on the possibility of writing a proposal to submit to the Council on Higher Education for funds to place telefacsimile equipment in SAALCK libraries. The proposal could be submitted with a statement as to the subsequent utility of such equipment in creating an information network that would have statewide implications.

The actual concept of an information center would not be put forth in the same proposal. Administrative support from each institution will be necessary in order to submit a proposal to CHE.

Larry Besant, through a former CHE member, will explore the receptivity of CHE to such a project and will try to have some kind of response by May 8 when the SAALCK group will have a special meeting in conjunction with the KLN meeting. There will be additional information coming on a place and time. Each member of SAALCK is asked to prepare a profile of ILL activities with the other seven SAALCK libraries and take or send the profile to the May 8 meeting.

In addition to outlining ILL activities for books and photocopies (both sent and received), each member is requested to calculate the two-year cost of telefacsimile for ILL in terms of paper, toner, phone lines, etc. Please remember that some current ILL costs (postage and costs related to OCLC/ILL) will be reduced through the use of telefacsimile. Staff time is not to be included in this calculation of cost.

Kentucky Library Network:

Linda Reel asked that Howard McGinn’s presentation at KLN on May 8 be mentioned and that everyone be encouraged to attend. McGinn, who is Assistant State Librarian of North Carolina, will have comments relevant to our discussions concerning an information network in Kentucky.

The next regular meeting of SAALCK will be held in conjunction with the KLA conference to be held at Ft. Mitchell (Drawbridge Inn) September 30-October 2. The date and time of the meeting will be announced later.
