MINUTES OF SAALCK SPRING MEETING – APRIL 11, 1985
Present:
Faye Belcher, Morehead State University; James Birchfield, University of Kentucky; Keith Heim, Murray State University; Ralze Dorr, University of Louisville; Sally Ann Koenig, Western Kentucky University; Reginold Laswell, Western Kentucky University; Donald Lyons, Kentucky State University; Mary Ann Rutledge, Northern Kentucky University; Ernest E. Weyhrauch, Eastern Kentucky University
- Minutes of February 11, 1985 meeting were read and accepted. Moved by Don Lyons; seconded by Faye Belcher.
- Faye Belcher distributed a list of concerns* which she felt the SAALCK group might wish to respond to, or could be give to appropriate sub-committees. Keith Heim moved that we discuss Ms. Belcher's list and Don Lyons seconded the motion. The group addressed these points immediately.
- Data gathering and disposition of fine monies were discussed. (Point 3) Representatives of five institutions thought fine monies went into their general funds; the others were not certain.

Don Lyons wanted to know what size fine would act as a deterrent. In the discussion that followed, the group discussed Point 4 on Faye Belcher's sheet, namely—the desirability for consistency for leveling fines "Penalty Policy" among SAALCK Libraries
It was agreed that the above Point 4 should be tabled for consideration until the Fall meeting of KLA.

Point 5 on Ms. Belcher's list was then discussed and the status of sub-committees, in general was debated. Those present agreed to the following:
"All sub-committees are on an ad hoc basis functioning when they have special charges or special concerns that SAALCK feels are valid reasons for their becoming operational."
Moved by Faye Belcher; seconded by Mary Ellen Rutledge and passed.

- Points 6 through 10, on Faye Belcher's discussion sheet, were generated by the SAALCK group. Particular concern was expressed by Don Lyons in regard to Faculty responsibility for return of materials and fine assessments. The consensus was that Point 9 should be addressed and it was highly desirable that all SAALCK units have some procedure for clearing departing Faculty before they are officially severed from their institutions.
- A general discussion followed for better public relations reflecting the holdings and unique contributions of all SAALCK Libraries. Suggestions emerged such as a production of a brochure reflecting the strengths of all of our collections and 30-second spot tapes for educational TV discussing Kentucky academic libraries. No action was taken.
- It was the consensus of the group that SAALCK representatives should bring to the Fall meeting "coherent descriptions of special collections that their Libraries emphasized."
- Ralze Dorr mentioned the lack of definition and uniformity for statistics. Ernest Weyhrauch mentioned a long-standing ambiguity, in his opinion, how a Circulation Unit is viewed by some members of SAALCK: specifically: Is the reshelving of a book from a table a valid Circulation task and should it count as a Circulation for statistical purposes?
- General concern was expressed by the group about a generally increasing I.L.L. workload: this is a challenge to all libraries in terms of space and staffing.
- Reports from the I.L.L.* and Circulation** sub-committees were not given to the group, but are now distributed. See attached.
The meeting adjourned at approximately 6:30 PM.

THE FIRST 5 POINTS WERE BROUGHT TO THE SAALCK SPRING MEETING BY FAYE BELCHER. THE OTHER ISSUES EVOLVED FROM THE DISCUSSION THAT AFTERNOON.
- I am interested in collecting data concerning the fines charged for overdue materials in the State Assisted Academic Library Council of Kentucky group.
- I am also interested in collecting data concerning the hold procedures used and the penalties used in order to collect these fines.
- Another question to consider in the data gathering is the question? Does your library get the fine money credited to your account or does it accrue into a general revenue account for your university?
- Do we need to have some consistency in the Fine Collection and Penalty Policy for Kentucky academic libraries?
- If the Circulation subcommittee is going to be reactivated as a SAALCK Subcommittee, this agenda item can be referred to them. My circulation librarian needs this information and is interested in this policy, too.
- What size fine would act as a deterent?
- Do you charge Faculty fines?
- Do you charge Faculty for lost books? Also processing fees?
- Do you have a Library clearance procedure for departing Faculty? If so, what procedure(s) do you follow?
- What administrative response do you have when Faculty fail to return books that are recalled or overdue?
